The sources indicate Mexico does not have a special retail forex regime, but they do not describe a blanket capital-control barrier that prevents residents from sending money to foreign brokers. Any transfer still remains subject to ordinary banking, anti-money-laundering, and foreign-exchange compliance requirements under Mexican financial rules.
In practice, payments are typically made through standard cross-border card, bank transfer, or e-wallet channels subject to the broker’s jurisdiction and Mexican banking compliance rules.
What this means for choosing a broker
Tax is charged on what you made, not on where the broker is. What the broker's location does change is the paperwork you will have: a local entity reports in México, a foreign one does not, and the statement you file comes from whichever entity signed you.
